Answer

I can advise that waiting restrictions such as double yellow lines, may be introduced on the road network where parking is causing an obstruction to other traffic, resulting in progression issues, in the form of queues, tailbacks or difficulties making turning movements.

My Department has previously assesses the Belfast Road / Abbey Ring junction for 15m corner restrictions in the form of double yellow lines and given the road width at the location and no history of traffic progression issues, it is not considered appropriate to introduce permanent restrictions at this junction.

Concerns about vehicles which are parked inappropriately which cause an obstruction or danger to any other road users should be reported to the to the police who is the enforcement authority using their non-emergency number 101.
