Answer

The ‘Northern Ireland Civil Contingencies Framework’ was published in August 2021 and updated in December 2023 following consultation with multi-agency partners.

A review of the Framework will commence in early 2026. It will be informed by lessons identified through recent responses, such as Storm Eowyn and Amy, along with findings from the COVID-19 Inquiry; and our recent exercising of the ‘Northern Ireland Central Crisis Management Arrangements’ during Exercise Pegasus.

The review will aim to strengthen resilience and enhance coordination across the NICS and with partner agencies.
